Early Intervention Program

New York State’s early intervention program is designed to help young children (from birth to 3 years) who may have developmental delays or disabilities. This can manifest in children who are not learning, playing, growing, talking or walking like other children their age.

The early intervention program helps your family set important goals for your child and helps create a specific plan to help you and your child meet those goals.

The earlier a child starts, the sooner they can learn the skills they need for success. Some of the main areas of development include:

  1. Cognition – play skills and problem solving
  2. Adaptive – child’s daily living skills
  3. Social Emotional – how the child interacts with other children and members of the family
  4. Physical – gross motor, fine motor, and health
  5. Speech – we look at the areas of receptive and expressive

The Early Intervention Program is:

  • Available to all eligible New York City children, regardless of race, ethnicity, income, disability, or immigration status
  • Confidential
  • Voluntary
  • Family-centered
  • Provided at no cost to families. If you have health insurance, including Medicaid, it will be used to pay for Early Intervention services, at no direct cost to you.

The Early Intervention Program is a public program for children under the age of three who are either suspected of having or at risk for developmental delays or disabilities. Potentially eligible children must be referred to the county program to receive EIP services. EIP is funded by New York State and county governments. All EIP services are provided at no cost to parents. Health insurance may be used for approved services. A child’s eligibility for the program can be determined only by state-approved evaluators under contract, and all services must be authorized by the county. If you have concerns regarding your child’s development, you may directly refer your child to the Early Intervention Program (EIP) by calling 311 if you’re in NYC and ask for early intervention. You can also call the New York State Growing Up Healthy Hotline at 1-800-522-5006 or the local Early Intervention Program where your child resides. Potentially eligible children must be referred to the county program in which they live to receive Early Intervention services.

Bright Start is a New York State approved provider of early intervention services in all 5 NYC Boroughs (Brooklyn, Queens, Bronx, Staten Island, Manhattan) as well as Nassau County on Long Island. We have a contract with New York City to provide these services.
